Everytime stumped by 'being' and 'has/had/have been' problem

1.In first problem my answer was correct but my query is whether my APPROACH is correct or not?

A.Correct-I thought----partly to alert......
will match with--- ,but primarily to prepare.....

B.Wrong- unworthy use of -ing & decision-making is not right.
C."primarily for" wrong
D.Same as C
E.ambiguity-them is used for???

2.My problem is that when I see problem with 'being' and 'had/has/have been' I got stumped out!!!! :shock: :shock:

In this problem after scratch work I left with B&E
B.Is correct(I didnt marked it,offcourse after seeing the answer :D)

E.is wrong (although I marked it only) :twisted:
but my problem is after reading the grammear,tips & tricks I am not able to use 'being' and 'had/has/have been' properly.
Please clarify me & give more examples on 'being' & 'been'.

3.I left with option A & E because I thought the president's directive-is like a team of big honcho' :D & made the choice wrong.
Now my question is how to avoid this type of errors? :roll: :roll:
