Essay Order on the GMAT

A very simple question about the order of the essays: Which one is first?

Issue
Argument

OR

Argument
Issue ?

Are you sure about that order?
I got Argument first on my GMATPrep CAT today (although I am pretty tired reviewing atm, I am 90% sure this was the order)

From where did you get that definite order, Issue then Argument?

I made some research about this myself, and it seem to be "any order". So it can be different from time to time so one has to pay attention to the header subject whether personal opinions should be presented etc. However, I may be wrong about this...
