C - the arrest is not the evidence that after the bail-out Schnitzer stopped peddling. Or it could be that Schnitzer wrote his memoirs when released in 1790s, about how he started peddling when he was 10 years old.

E- again, Schnitzer might have been arrested for being under suspicion, but D.A. couldn't find enough evidence. Or maybe Schnitzer get high and was fancying.

I am still scared to choose C, TestLuv can you please explain, this is an gmat paper based Q, so though some sources mentions it is not legitimate, it is legitimate.

The answer is definitely choice C for the reasons discussed by vscid and others. I think the question is fine.
