Not sure if this type of question is likely to show up on the GMAT but I'll give it a go.

A) Increase from about 500 to 800 about 3/5 or 60% increase
B) Increase from about 1200 to 2000 about 2/3 or 66% increase
C) Increase from about 3500 to 6500 about 4/5 or 80% increase
D) Increase from about 5500 to 8500 about 2/3 or 65 % increase
E) Increase from about 7500 to 7800 smallest change of 300

300/7500 is going to be the smallest percentage

Must be E.

A can be eliminated because it deals with smaller number.
hence it makes a bigger difference in terms of percentage.

This is a scatterplot in which each point represents a college. The x-coordinate is the enrollment in 1980, and the y-coordinate is the enrollment in 2000. Point E has approximate coordinates (7,500, 7,700), so the college represented by this point had an enrollment that increased only (7,700 – 7, 500)/7, 500 ≈ 0.027 = 2.7% between 1980 and 2000. All the other labeled points represent colleges with greater percent increases in enrollment.
