I have seen "so...as to be..." also as idiom.
I selected D because it sounded better than E. Is "so...as to be..." really a strict no? I doubt.

IMO - D, as ppl mentioned the right idiom is "so X(adj.) that Y"
I think E is incorrect bc correct idiom supposed to be like:
"so X(adj) as to be Y" - in this case Y="unlikely that nuclear...."- Y is absolutely undefined
