Most energy analysts now agree that the costs of building and maintaining nuclear reactors are too high for nuclear power to likely prove cheaper than coal or oil in the long run.
(A) too high for nuclear power to likely
(B) high enough for nuclear power to be unlikely to
(C) high enough that it is unlikely nuclear power will
(D) so high that nuclear power is unlikely to
(E) so high as to be unlikely that nuclear power will

I have seen "so...as to be..." also as idiom.

I selected D because it sounded better than E. Is "so...as to be..." really a strict no? I doubt.

I feel reason why you selected 'so that' is not because it sounded better but because it gives the intended meaning.

IMO - D, as ppl mentioned the right idiom is "so X(adj.) that Y"

I think E is incorrect bc correct idiom supposed to be like:
"so X(adj) as to be Y" - in this case Y="unlikely that nuclear...."- Y is absolutely undefined
