I think 'that' has no reference. This is taken care in B by using the noun 'figure'.

i pick B because it is parallel. eliminate d 'cus its not parallel, eliminate e 'cuz it changes the meaning, eliminate A and C because after semicolon and comma a clause is needed.

There is no semi colon in either C or E.

Answer is B

IMO B.

A, C, and D are out because they have Run-on errors. Please let me know if you want me to share my thoughts on Run-on.

E "that" modifies the "electorate", but we are interested in the figure in 1996. E means that "electorate" fell to 40%, not the figure, which was 55% in 1972.
