The parallel construction thing is correct but you've mixed up which two parts must be parallel!

B - parallelism btn ATTENDED and DEVELOPED implies 2 ideas - (1) Albert attended school and (2) Albert developed concept are not interdependent. This is different from the original sentence intends to desctibe. A intends to say that Albert developed concept as a result of attending Swiss school.

This is same as :

a) I found very busy trafic today and reached office late ==> same as option B
b)I found very busy trafic today, reaching office late ==> same as option A
