After suffering the effect of several tsunamis, the residents of a Japanese city built a wall on their coast over forty feet hih and a mile long, a way to protect the city against another disaster.

A. a way to protect
B. in efforts to protect
C. Protecting
D. to protect in one way
E. in order to protect

My question is: Whats wrong with 'E'.
Why residents had to build the wall? To protect the city against one more disaster.
I thought 'to protect' or 'in order to protect' makes ideal sense here. [/spoiler]

In E, the comma after "long" changes things. If there had been no comma, E would have been acceptable, but you would have a comma precede "in order to" as it would need to be a part of the preceding clause. In this instance, though, also notice how C is less wordy than E.

I also chose C... I thought about parallelism.. since they use "suffering" then "protecting" goes with it
