In the choices above remove "of our nations foreign policy", you get

(C) Any discussion must begin with the fact that there is
(D) Any discussion must begin by acknowledging the existence of

D) sounds better, a discussion cannot begin with a fact as stated in C), whereas it can begin by acknowledging something.

Your reply is not as convincing as in GMAT we dont always depend upon our ears, I need some concepts for this.

in terms of meaning C doesn't make much sense. u cant start a discussion with "a fact that..."
also "the fact that there is" is considered wordy on the GMAT

thanks for the kind words and the question. i study off manhattan gmat books, kaplan, princeton, and this website. i seem to be having trouble with the verbal as well. i'm not a big fan of reading. i guess the best way to prepare is to do a lot of practice problems.
