In A and B, are (plural) does not agree with team (singular).
Eliminate A and B.

Generally, the GMAT considers it improper to ascribe an ability to a non-living thing.
Incorrect: The table in the dining room is able to accommodate five people.
Correct: The table in the dining room CAN accommodate five people.

In C, is able is improperly ascribed to plan (a non-living thing).
Eliminate C.

E: is responsible to create a marketable business plan
Here, the portion in red is unidiomatic.
The correct idiom is responsible + FOR + VERBing, as in the OA:
Each team...is responsible for creating.

The correct answer is D.
