The possibility of expropriation was believed to be unlikely in the near future due to the lack of mining technology and capital available in this small South American country.

The correct choice is: The possibility of expropriation was believed to be unlikely in the near future because there was no mining technology and capital available in this small South American country.

Why 'due to' is wrong here? It signals an obstacle, so the sentence should be ok?

When ever you see Due to and because of replace due to with caused by and see it makes sense.

Due to modifies nouns, where as because of modifies verbs

Also read this detailed explanation.

Most of the times on the GMAT, the sentences are constructed in such a way that because of is correct, especially if due to is in the underlined part of the sentence
