(1) xy = 24 implies x, y may be 6, 4 or 2, 12. In the 1st case x + y = 10, in the 2nd case x + y = 14.
Since we do not a definite answer; NOT sufficient.

(2) x/y = 8/3 implies x = 8y/3
So, x + y = 8y/3 + y = 11y/3, but we do not know y. Again NOT sufficient.

Combining (1) and (2), x = 24/y and x = 8y/3
So, 24/y = 8y/3 implies 3/y = y/3 or y² = 9 or y = 3, -3
So, when y = 3, x = 8; here x + y = 11
When y = -3, x = -8; here x + y = -11
No definite answer

The correct answer is E.
