I feel E and I will wait for the official answer

From question stem:

45%- R 55%- T

A says

45% of group * 58% favors of Falt tax

B says

55% of group -- 22 favors

there is no information about total ppl so A cant be solved.

stment 1) 45%*P*58%=favor flat tax. we do not know P, so we cannot compute the number of people favoring flat tax. also we have no info on the people supporting R who are in favor of the flat tax.
not sufficient

stment 2) 22 of the supporters of T favor flat tax, but we do not know how many of the supporters of R favor flat tax.
not sufficient

together, we know people in favor of flat tax are 45%*P*58%+22
we do not know the value of P, so we cannot find out the total number of people in favor of flat tax
