400 members, AFTER THE ELECTION 189 votes are required to pass the bill.

Statement I

All Laborites will vote for the bill.

400*55% = 220

220*85% = 187

we are still 2 short, if republicans or democrats also vote then the bill will pass, if they dont it will fail.

Therefore Insufficient.

Statement II

None of the republicans or democrats will vote for.
If all laborites vote the bill will pass, if they dont it will fail.

Therefore insufficient.

Combining I and II
85% laborites, no republican, no democrat.

Bill will fail.

Hence C is the answer.
