I think the answer is E


St 1 says point (-2,3) lies on line L
Just draw x and y axis on a sheet of paper and mark point (-2,3) and draw lines passing through this point. We can draw infinite number of lines that pass through this point. each line could either have a positive slope or a negative slope.

Hence INSUFF

St 2 says line L is not perpendicular to x-axis
This st just says that line L is not a vertical line. Again you can have infinite number of lines that are not perpen to the x-axis

Hence INSUFF

Combining 1 & 2

We still don't know the slope of the line and still can have infinite options so together also they are INSUFF

Whats the OA??
