i know this has been dscussed earlier but have specific question....
Can you explain why option C is wrong.More specifically why the opening modifier is wrong in option C

I do not understand why other choice are wrong pls give reason for kick out other choices

C is wrong because meaning in C is wrong

in C, projecting is done by the end of decade. this meaning is wrong

by the end of decade, price is higher. This meaning is right

what is OA. pls help
