At issue in the proceeding is whether the gaming firm can verify that the site's users are over 21 and in a legal gambling state or country, using special identification and location software, among other tools.

A--can verify that the site's users are over 21 and in a legal gambling state or country, using special identification and location software, among other tools.
B--can, with the use of special identification and location software, verify that the site's users are over 21 and in a legal gambling state or country, among other tools.
C--can, with the use of special identification and location software, among other tools, verify that the site's users are over 21 and a legal gambling state or country.
D--can verify that the site's users are over 21 and a legal gambling state or country, with the use of special identification and location software, among other tools.
E--can verify that the site's users are over 21 and in a legal gambling state or country, among other tools, using special identification and location software

my doubt: i have a question regarding option A. the construction "using special identification and location software" is adverbial in nature and thereby it will modify the JUST PRECEDING clause "that the site's users are over 21 and in a legal gambling state or country" ; however in actuality it should be modifying the CLAUSE "the gaming firm can verify "

If you look at the meaning then "using special identification and location software" is modifying "USERS".


What you are saying is :

"the gaming firm can verify.....using special identification and location software, among other tools. "

but that is not the INTENDED MEANING of the original sentence.


is OA: A ?


b) IS WRONG

At issue in the proceeding is whether the gaming firm can, with the use of special identification and location software,


Usage of with is WRONG


c) Same as B

d) verify that the site's users are over 21 and a legal gambling state or country, with the use of special identification and location software, among other tools.


Bolded part looks awkward

e) can verify that the site's users are over 21 and in a legal gambling state or country, among other tools


site's users are among tools??

Generally, COMMA + VERBing serves to refer to the NEAREST preceding subject.
OA: At issue in the proceeding is whether the gaming firm can verify that the site's users are over 21 and in a legal gambling state or country, using special identification and location software, among other tools.
Here, using seems to refer to users -- the nearest preceding subject -- implying that the USERS are USING special identification and location software.
Not the intended meaning -- sufficient reason to eliminate this answer choice.

I would ignore this SC.
