Took time for me, to fix on A. Follow 2 methods to arrive at A. At the end it is correct that scope is very very important.

Scope is very important thing in case of assumption and inference questions.

For this particular assumption question I followed 3 approaches and took more time. However, give more and more emphasis on accuracy than on time.

Approach 1 - negate the option and see whether conclusion holds intact. If yes, then it is not the correct answer and if conclusion falls apart then yes that is the answer.

Approach 2 - Add that option in the passage just before conclusion and see whether conclusion holds true. If yes then that is the answer and if no then that is not the correct one.

Approach 3 - See any new information is coming in the options. If yes then it is not the correct answer and if no then it is the correct answer. Remember this is assumption question.

I followed all 3 approaches while solving this question. When I negated A and E, I feel that conclusion falls apart.
When I add both A and E in the passage then also I felt both are right.
Then as per 3rd approach I went with A, since it is only valid thing as the passage and E is not mentioned anywhere in the passage.

It worked for me. Try, if it works for you, use the same.
