It should be "distribute themselves" instead of "distribute them".
So, B & E remain.
Significant enough doesn't sound good to me. So I choose E.

Lets start with the end. We see :
A : becoming
B : that becomes
C : that becomes
D : becoming
E : becoming

That becomes is clearly wrong beause the process of becoming increasingly populated is still continuing, so eliminate B and C.

A : to such a significant degree : wordy and awkward. We normally avoid it.

Between D and E :
D : are lacking so much... as to be
E : are so lacking... that

E uses the correct idiom : so.. that

We also have the "doctors.. distribute them" (as in somebode else) and "doctors.. distribute themselves"(themselves). In the question, the latter menaing is intended. We can also use this difference to eliminate certain options.
