I think it is C.
The reason I think this is the answer is that the sentence fragment prior to underlined portion ends with "say that" and so anything following this must continue to "what they are actually saying" .
Can we have the OA please?

Well, I always have a problem choosing between the conditionals; and I am unsure how to eliminate any of these answer choices. It would be helpful if someone can point a general rule here.[/quote

I don't know the explanation. But my reasoning why A is the answer.
B is incorrect as it changes the meaning of the sentence from "might have" to "would have," which has a different level of certainty.
C & D are less concise than A is ("if they" is not needed).
E makes the mistake in tense ("have chose").

Should be B:
Concept of Possible Past i.e
If Were....would
Had I\If I had...would Have
eg. :Had I scored 750 in GMAT, I would have applied to Oxford.
using might\should: all are INCORRECT for a possible past action
