Let X party secured "x" votes.
Y party secured 132000 votes.

x-132000 = (12/100)* ( x + 132000 )
x-132000 = 0.12x + 15840
0.88x = 133584
x = 168000

Votes by Y lost the election = 168000 - 132000 = 36000

Let total votes secured by Party X = x%
Then total votes secured by Party Y = (x - 12)%
Then, x + (x - 12)% = 100% implies 2x = 112 or x = 56%
This implies Party Y secured = 56 - 12 = 44% votes
Let total votes = T
Then 44% of T = 132,000
T = 132000/0.44 = 3,00,000 implies Total no. of votes = 3,00,000
So, Party Y lost the election by 12% of 3,00,000 = 0.12 * = 36,000 votes

The correct answer is B.
