furthermore the proper idiom should be --- between.... and

Scanning the option its seems a choice between BETWEEN and AMONG.
If there is a comparison in two things use between if its more than two things then use among .
In this case its between so eliminate B.
The correct Idiom is Between X and Y .
That eliminates A and C.
Only D and E remain .
E says between the rise of tuition and the reduction of the staff .
the rise of tuition this changes the meaning of the sentence , as in rise of a new dawn(beginning of new era) .
But what the sentence wants to convey is increase in tuition and not begging of tuition .
