What is the hundredths digit of the decimal z?
1. the tenths digit of 100z is 2
2. the units digit of 1000z is 2

z = 0.abcde
b = ?

Statement 1 :

100 z = ab.cde =>c = 2. No info about b.

Statement 2 :

1000z = abc.de =>c = 2. No info about b.

(1) and (2) combined we get c = 2 and nothing about b.

So answer is E.
