I did not catch how B is sufficient when d is 36?

It says HOW MANY PERFECT SQUARES ARE LESS THAN THE INTEGER d?
So,if d is 36, the exactly 6 perfect squares less than d..if it would have said,how many less than equal to d then this answer world be a different one.
