If digit h is the hundredths' digit in the decimal d=0.2h6, what is the value of d, rounded to the nearest tenth?
(1) d < 1/4
(2) h < 5

I am getting E as an answer.

From both statements, you could have 0.216, 0.226, 0.236 or 0.246.

What am I missing?

I will try to explain without picking numbers.

d=0.2h6
(1) if d<1/4 (d<0.25), therefore h could be any of the (0:4) (since thousands digit is 6, h cannot be more that 4), so if h=(0:4), tenth digit of d is always 2. ==> d=0.2 Suff.

(2) h<5 ==> d (with every h from the interval(0:4) ) rounded to the nearest tenth digit will make a 0.2. Suff.

Hence D.
