A. Incorrect, => diverting and marching at the same time!!

B. Incorrect, ' when the waters were diverted' .. diverted by whom ..passive voice.

C: Incorrect, 'had diverted' .. Past perfect is not required.

D: Correct, 1st diverted.., then marched...

E: Incorrect, diverting .. and marching .. simple past tense is required.
