yes, I agree.

D would mean, the cyclist is hoping to provide enough power to set the record.

Whereas the original sentence does not say that the cyclist is hoping. It could be some scientists or some other set of people hoping..

How can you say that what the original sentence intends to say is write when the original sentence itself is wrong.

The original sentence is grammatically wrong. But we can get an idea of what it intends to convey. Especially, with

the clause "It is hoped", clearly indicates that the cyclist is not hoping , but people/someone in general is hoping.

It is crucial that, when you try to correct a sentence, you shouldn't change the its logical meaning .

Also, option (D) misses the following information "provide enough power to set", which I think, cannot be ignored.

This is just my interpretation. If anyone has better explainations, that would be great.

Thoug A convey the correct meaning compared to other options , but the clause 'it is hoped' is not convincing . It is awkwardly placed in mid of the sentence. Could someone please explain in detail just about to go with such awkward construction s?
