C answers the question directly and shows clearly why the cost of reclamation has come down.
B can be a plausible answer provided you infer a lot of things and usually GMAT is slightly direct in its line of questioning.
Firstly, B talks about usage of coal in general and we are talking of coals from surface mines specifically.
Secondly, B talks of decline of coal usage. Here also two things. Decline is vague and we do not know if the decline was enough to cause the drastic decrease in cost of reclamation. And also, did the decline have more impact on surface mines or on underground mines? These questions are all left to be inferred on B.
So, C definitely makes for a better choice!!
