In the effort to fire

In the effort to fire a Civil Service employee, his or her manager may have to spend up to $100,000 of tax money. Since Civil Service employees know how hard it is to fire them, they tend to loaf. This explains in large part why the government is so inefficient.
It can be properly inferred on the basis of the statements above that the author believes which of the following?
I. Too much job security can have a negative influence on workers.
II. More government workers should be fired.
III. Most government workers are Civil Service employees.
(A) I only
(B) I and III only
(C) II only
(D) I, II, and III
(E) III only

IMO B
Being defeated is often only a temporary condition. Giving up is what makes it permanent.

Since they know it'll take a lot of effort to fire them, then have a sense of job security and hence are slacking off --> thus it's having a negative influence on them.

Since the author is concluding that the govt is inefficient because of the cvil employees' attitude, it must mean that the Govt has civil service employees. These has to be a link between the premise and the conclusion, and III fills that gap.

Hence, B

I have a query:

Is it OK to infer a Generalised statement from a particular example?

Here I is Generalisation, while the passage only has example.
"Once you start working on something,
don't be afraid of failure and don't abandon it.
People who work sincerely are the happiest."

This is an inference question....
Does the passage say that inefficiency in gov is proportional to number of employees in gov.

It could be the case that gov is inefficient because the civil service officers are responsible for most of inefficiency, and such officers are only 10%.
90 % are not civil service officers.

B and C cant be inferred from stem.

A too is difficult one.

I is correct.
III should also hold true as "This explains in large part why the government is so inefficient"-- that means most of the employees are CS at government jobs

Hence B should have been the answer..

I m waiting for the experts to comment
