Option B-> Looks good -> If cost of repairing damaged vehicle is more than profit decreases. So it may not be true that the insurance companies are making more money in Greatport than in Fairmont.

Option D-> okay this looks tempting. Let's assume that roads are better in Greatport and this accounts for less accidents there. But does it explain why insurance costs are high in Greatport and whether insurance companies are making more money there? No.
