The court order's requirement that each
transit worker return to work was generally
ignored.

(A) that each transit worker return to
work
(B) that each transit worker would return
to work
(C) that each transit worker should return
to work
(D) for each transit worker to return to
work
(E) that each transit worker returns to
work

IMO A

Between A,B,C and E :

requirement that --> no need of would/could/returns

eliminate B, C, E

In D : I think requirement that is better than requirement for

OA plz.

The sentence requires subjunctive mood. Hence A.
