THE REASON I ELIMINATED E WAS BECAUSE " ... COSTLY IRRIGATION AND APPLICATION OF...." MAKES IT SOUND LIKE ONLY IRRIGATION WAS COSTLY AND NOT THE FERTILIZER.

You can use one adjective to modify two nouns:

"Tottenham was no match for Arsenal's strong midfield and attack."

In this case, "strong" describes both "midfield" and "attack".
