The coordinate (1,-1) in the fourth quadrant makes option E untrue since 2*1+3=5 and 5 is less than 6. Therefore, the answer should be A. Remember that the problem emphasizes the fact that a quadrant contains no point (X,Y) that completes the inequality 2x-3y<=6.I think the answer is E.) IV quadrant. Since for all other quadrants the values does satisfy the given equation.
Consider (1,-2) in IV quadrant , the equation becomes, (2*1)-3(-2)=8 which does not satisfy the equation.
