This option is lacking in substance, and lacking the information necessary to answer the question in a position that depicts strength.

Option B: INCORRECT
Here, there's a usage of a possessive firm of auxiliary verb ''being'' in the original statement under consider which firmly suggests that the option is lacking in substance.

Option C: INCORRECT
Here, the sentence construction is wrong and inept lacking in depth with the inconsistent usage of singularity and plurality. It shows there's a disagreement between the peculiar nominal subjects 'dwellings'' and ''businesses''.

Option D: CORRECT
This option as of now appears the most valid, apt and consistent, well punctuated and articulated with priority given to the nominal subjects' singularity and plurality.

Option E: INCORRECT
