Sir,
I am from india and I have a gpa of 6.5/10 and a gmat score of 690.I want to know how my cgpa is coverted(for 4)

You can find an approximation for this on the WES website. But keep in mind that when you report your score, you will report the ORIGINAL score and the schools will evaluate it as they see fit.
