Constructed at least as early as the Sui dynasty (A.D, 581-618). the Altar of Heaven is the oldest known altar used in Chinese state religious practice, more than 1.000 years older than a similar one in Beijing, it is the only altar found so far that predates the Qing dynasty (A.D. 1644-1912).

my doubt : in option C can we consider the construction " having been constructed at least as early as the Sui dynasty (A.D. 581-618) and the oldest known altar used in Chinese state religious practice" as parallel?
i feel that "having been constructed" is a participial phrase and hence acts as adjective.
now the construction "the oldest known altar used" is also an adjective phrase .when both the constructions are adjective so they can be parallel ? i understand that C is wrong for other reason
thanks
