Option A: Wrong
This statement is an unrelated repetition of the question it seeks to summarize in disregard to the objective of the subject matter.

Option B:Wrong
''to'' seems to be the most missing link from the original sentence but has been over-specified here with less definition as to inference to be drawn.

Option C: Wrong
It doesn't agree with the use of ''in order'' which would have been more appropriate were it to be ''to'' which would have sustained the original inferred argument.

Option D: Right
Seems rather the most appropriate, clearly meaningful, appropriate, brief and concisely reported. This summary is the most fitting in the context it has been used.

Option E: Wrong
The use of ''and'', a conjunction is a NO here, because, there is no need to connect the words as it bothers on just an objective.
