Congress is debating a bill requiring certain employers provide workers with unpaid leave so as to care for sick or newbom children.

(A) provide workers with unpaid leave so as to
(B) to provide workers with unpaid leave so as to
(C) provide workers with unpaid leave in order that they
(D) to provide workers with unpaid leave so that they can
(E) provide workers with unpaid leave and

[spoiler]OA after some discussion; I got the answer correct, but I want to see what people say about the answer choices, particularly the correct one.[/spoiler]

IMO Answer: D

"to provide" is needed here...
so left with B and D

use of "so as to" is improper.

IMO - D
Correct idiom is "to provide"

that leaves us with choice B and D

In B, so as to means as if congress wants to take care of the newborn children (yeah..sure :))

Don't you guys think in 'D', 'they' is ambiguous? It might refer either to 'employers' or 'workers' ?

So as to...hmmm..always be vary of it, i read somewhere that GMAC guys have changed their opinion on this idiom, although it is grammatically correct..
