Confusion about Modifiers, and commas separating Clauses

In September 1973, The Story Untold, Arthur Medston's screenplay about the covert lives of politicians in Washington sold to Hollywood producers and it was a transaction that alarmed those officials afraid that their secrets would be revealed.

CORRECT ANS: C

Got confused with the number of modifiers in this sentence, plus with the comma splice rule.

How can option C connect the last independent clause without a comma + conjunction?

Eis in correct because you would need to identify a subject in the last clause, this creates a fragment. C gives you a non- essential clause, which can be a fragment.

Yes as Jim said, in E there is no subject but object and verb are present.
