Confused between option D and E

Because many products claim that it is "new and improved" and that they have "better flavor," they are often the same products simply in new packaging.

imho D, since "claims" needs the word "that"

grammatically I agree D is the one among the bunch. But I am not able to understand how a product can claim that it is better.
any help will be highly appreciated.

here u can find, the phrases such as "Many products claim that it can reverse the effects of aging" and "One product that promises results is GHR 1000"

u can google that phrase "many products claim" and find that it is indeed a popular phrase
