The rest of the choices say that either dwelling is free and clear or incorrectly compares an owner to owners.

Cramya, isn't ''their'' ambiguous here??
Also choice D, IMO, correctly compares owners with owners and not owner to owners. Also usage of whereas seems to be correct here.

Among the choices the one that fits best is C
However I feel that it is missing an article a before free and clear title.

The others as cramya pointed out - incorrectly compare owner to owners (A, B and D) and wrongly state that the dwelling is free and clear (E).
