Firstly, my reasoning behind reaching to an answer.

Firstly, I am wondering why are you trying to change the option? Even if you do, then I think this option will become too extreme but still remains best when compared to E for the reason mentioned behind eliminating E.

If something about the user experience related to difficulty of access for legitimate users were given in argument then E would have fared over C. However, with argument as it is and with modified C, option C, in my opinion, still stands best in comparison to other choices.

in case of C, it is not specified as Signature login is the only way to access the computers. Users may still access using passwords. Nobody is generalization & not allowed in CR.
