C should be the answer
A and B are out as they imply that parents should be restrained to child safety seat
D and E imply that children should be restrained to four years of age and not allowed to grow over four

So C remains

According to the correct response above, C, doesn't it sound like the parents, while restraining the children, are actually in a child safety seat? Or is it just me?
