The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.
(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate

OA is B .Can someone plz. explain this

I would choose C.

I eliminated B as it uses the plural verb "have" for the singular subject "computer software"

Any other thoughts pls ?

The computer software (singular) ...... will not only meet (verb) the needs ....., but also has (singular) the versatility and power to facilitate (verb) similar research endeavors.

I choose
(C) but it also has the versatility and power to facilitate

The software will not only x, but also y.

For this sentence, consider the two fragments

The software will do x,

the software will have y.

The software will not only do x, but also ( will ) have y.

Hence B. hope it is clear.

Idiom "not only x, but also y" is correct but why are you using PLURAL with Software(singular) is not clear. Can you explain again

Since the software is ''being designed'' therefore it will HAVE.

It's not: The software has... not yet.

Since it seems like a future expectation?

This is indeed tricky. I know the answer is right and sounds good and all that.. but from a grammatical point of view, when should I use:

Not only x, but also have Y ?

Can a GMAT instructor please explain..

not only X but also Y
here X is
[The computer software will] meet the needs of that study
and Y is
[The computer software will] have the versatility and power to facilitate similar research endeavors.
Can a GMAT instructor please explain..

Sure, I knew that :) But which subject should the verb (have) match ?
Software ? Why can't the verb be has (of course, it sounds awkward, but what is the rule ?)

will is made common to both X and Y...

Rule: should/would/could/should/will/can/may/might/ought never take singular verbs.

POE may help in this case:

1. "Of facilitating" - is wrong - eliminate A & D
2. there is no need for "it" in "C"
3. E is wordy

So the answer ic B

Present tense:

I/you/we/they = have

he/she/it/PROPER NAME OR TITLE = has

Past tense (simple)

I/you/we/they/he/she/it/PROPER NAME OR TITLE = had

There are also times when it is more correct to use "have had" or "has had", but those rules are a bit more complex

Future tense (simple)

I/you/we/they/he/she/it/PROPER NAME OR TITLE = will have

In this case it is future tense..
