A, and B have modifier issue. Who is reached to agreement, not 'it' but 'the airline's board of directors'.
C is out because placement of both is wrong
E is wrong because 'and also' is wrong most of the times.
D is correct.

So we can expect the "airline" to "both increase profits and compete more effectively for customers".
