C ?

A -SVA error.
B - whether A,B, or C at the end is incorrect.
D - instead of in - incorrect; which exposes archaeological remains... - incorrectly modifies coast; Also parallelism error in the relative clause.
E - no referent of it; whether A,B, or C at the end is incorrect.

Eliminate C,D,E since it doesn't fit the "More X than Y"
Eliminate A becuase of "which" Which is signifying the "shallow coastal waters" But this is a place.

Therefore, I believe it is B

more likely... thank so eliminate BDE
between A and B, "where" makes sense more than which, if it used "which" it should be " in which" and the ST should not be so wordy like A

This is wrong because "as opposed to" follows more likely , does not work. So is true for option D and E in fact.

@niksworth : Why do you consider the usage of whether at the end incorrect ?

Hmmm, A is more likely to be B as opposed to C.

Perhaps more likely...than is good but I wonder if the above construction is outrightly wrong.

I can't recall if I have ever encountered such an expression. anyone in scuba gear, whether A, B or C - don't feel entirely comfortable with it. Cannot offer a grammatical reason.

The issues:

More likely...............than is correct.

This kills C, D, and E.

In the option A, there is an obvious error that is known to all. "waters, which exposes" --> here, which clearly refers to "waters"; therefore, the verb MUST be "expose" rather than "exposes". This kills A.

Answer is B.

Regarding "whether X, Y, and Z"

"......... are accessible to anyone in scuba gear, whether X, Y, or Z."

It is fine for the following reasons:

1. It has been used in the official question and in the right answer.
2. ...are accessible to anyone whether X, Y, or Z is more smooth. The sentence has used, I suppose, "COMMA + Whether" for clarity. If the sentence were ".....are accessible to anyone in scuba gear whether X, Y, or Z", it might be read wrongly as "gear whether X, Y, or Z". In that case the person would be gear.
