Which is the correct usage in the following sentences:

Rose smells sweater than any other flower/flowers
//Since Rose is singular, shall we use singular only in the other part of the comparison



Roses smell sweater than any other flower/flowers
//Since Roses is plural, shall we use plural only in the other part of the comparison

'any other' should tell you that a singular noun should follow.
In any case, I believe, the correct sentence would be: 'Rose smells sweeter than any other flower does.'
Refer to my explanation on verb-adjective comparison in response to your previous post.

General rule is that you need to compare singular with singular, and plural with plural:
Rose smells sweater than any other flower
Roses smells sweater than any other flowers

'any' can be used as singular or plural, depending upon the context.
