Explain only B
the sense in the original sentence is that impact from managerial decisions are comparable to government policies etc.

B says "great" but does not convey a sense of "comparableness" to the aforementioned factors.

only A keep the meaning "as great" . other choices do not keep this meaning and so wrong.
