One study found that although government policy and the industrial sector in which a company operates can influence its productivity and financial strength, management decisions have at least as great an impact on a company’s performance.

A.management decisions have at least as great an impact
B.decisions by management have a great impact
C.manager decisions impact greatly
D.decisions by a company’s management impact greatly
E.what a company’s management decides has a greater impact

Although X,Y sounds idiomatic

where X->government policy and industrial sector
Y->management decisions

management decisions is parallel with government policy and industrial sector

Are you sure you posted the question correctly? I was confused by the "on a" also being underlined and thought it should be part of the answer choice.

I was somehow concerned that A did not pack the punch to counter with "Although". I thought E did a better job at it.
Again this is literary sense.
With although, you'd expect the second half to state something that is more superior (or inferior).

I dont agree with OA.

at least as great does not make much sense here.

I completely agree that Although X( contrast), Y Plain sent.

I feel this is the best choice as it has mangement decision against govt policy but still there is something wrong.

I went by the meaning or the original intent of the sentence.

We are saying the management decisions are comparable to government policy and the industrial sector in performance/productivity etc...

The choices other than A either dont bring out this relationship or tend to say something has a greater impact.

Just my opinion....

B is passive
Passive is not always wrong, is it??

After all it makes complete sense than the other answer choices.
Please correct me if I am wrong, I find nothing wrong with option B

i picked up B also,

can somebody explain the answer ?

For me 'at least as great an impact' didnt seem to be correct.

ok here is the thing

Do you feel govt policy goes with the flow?

For this sentence govt policy is being compared with decision by management.

A govt policy goes with govt decision and something on similar note which A provides.

Only A and C are fulfilling these requirements.

E is wordy and awkword; B and D are passive choices and does not continue parallelism. I am not saying passive is wrong but in 2 clauses if one is active then other should remain active.

I will choose A. If I were to deviate from this choice I will choose C but will not for B.
