Definitely B.

Say mass is calculated using some constant K times the supposed reflectivity of the material in the comet.

estimated reflectivity = R
Actual reflectivity = 60R

then in the formula:

Mass = K*Reflectivity

estimated mass = KR

actual mass = K(60R)

Nothing wrong with the amount of light reflected, only with the amount of mass predicted based on that light.
